Digital transformation is one of the main drivers of modernization in public administrations, widely recognized as essential for increasing efficiency, transparency, and proximity to citizens. In the context of local public administration in Portugal, this challenge is particularly relevant, as municipalities play a crucial role in providing local services, managing resources, and implementing public policies at the regional level. However, reality shows that municipalities vary significantly in their degree of digitalization, the existence of structured digital strategies, the training of human resources, and the integration of emerging technologies into management processes. This diversity is often associated with factors such as demographic size, financial capacity, the level of internal digital skills, and the degree of political commitment to innovation. Assessing the digital maturity of Portuguese local authorities is, therefore, essential for understanding each organization’s starting point, identifying best practices, and supporting the formulation of public policies that promote a more cohesive, inclusive digital transformation aligned with the principles of modern public administration.
